JOHN SEGRETI

President

John brings over 35-years of engineering, design, development, marketing, sales and asset management experience. He joins us directly from a distinguished career as a real estate developer, where he entrusted Miller & Long to deliver the structural work for many of his projects. John is a DC area native with deep roots in the construction industry.

JOHN PALEOLOGOS

Head Development & Operations Officer

John Paleologos is responsible for all field operations, which includes overseeing the coordination of the project field staff, all subcontractors, and field construction activities. Mr. Paleologos focuses on developing solutions that enable quality service and timely delivery. He also facilitates skills training across multiple teams of tradespeople to ensure that customers receive unparalleled service, support, and performance from each Miller & Long team member.

More than 25 years ago, Mr. Paleologos started his construction career at Miller & Long, where he worked as a laborer, engineer, rodman, and carpenter. After three years, he moved to New York City to continue his career in construction, working as a carpenter and chief engineer at Interboro Concrete. In 2002, Mr. Paleologos moved back to Washington, D.C., to work for Clark Concrete as a superintendent before bringing his valuable experience back to Miller & Long in 2005.

Proficient in all aspects of concrete construction – including mild steel, reinforcing, post-tension, foundation work, and layout engineering – he rejoined Miller & Long as lead superintendent. He remained in this capacity for six years, completing multiple large-scale projects throughout the Metro D.C. area.

OTTO GIRR, SPHR

Senior Vice President, Human Resources

As senior vice president of Human Resources, Otto Girr is responsible for managing a six-person department which oversees 1,000+ employees. He manages the full employee lifecycle, from recruitment and selection to onboarding through retention. He oversees benefits and employee relations.

Mr. Girr ensures company compliance with HR-related requirements, including EEOC compliance, U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) audits, apprenticeship training, E-Verify and I-9 compliance, and first source compliance.

He has over 20 years of experience in Human Resources, specifically in the construction industry. He joined Miller & Long in 1999 and was promoted to VP of HR in 2012.

JIM MEERS

CFO

Jim Meers is responsible for implementation and management of job-cost control systems and methodologies. He assists in loss-control and all applicable legal and regulatory requirements. Working closely with the other operations officers, Mr. Meers manages the budgeting processes for all departments; participates in executive decision making regarding company finances; maintains productive working relations with members of the executive and management teams; and provides leadership with respect to implementation of new information technology. Additionally, he generates monthly job cost numbers for all active jobs and presents the monthly forecast numbers to both the owners and field leadership team.

JIM MARTINOSKI

Vice President, Logistics, Purchasing & Engineering

Jim Martinoski is responsible for Miller & Long’s logistics organization. He manages the company’s Jack Miller Yard operations in Upper Marlboro, Maryland, and the asset allocations from that facility, including tower cranes, mobile cranes, truck pumps, placing booms, batch plants, mixer trucks, and formwork/shoring.

Working closely with field operations, Mr. Martinoski and his team ensure all necessary equipment is readily available. He also works with the estimating, project management, and office staff to align on project approaches and improve efficiency for customers. Additionally, he leads the innovation and sustainability programs, including the production of advanced mix designs and shotcrete operations.

Mr. Martinoski has more than 20 years of experience in the construction industry, bringing a broad perspective and expertise that is especially valuable in his current role. In the 2000s, he spent 10 years working as superintendent and project manager for Clark Construction. He then worked on new-build nuclear power plants in the 2010s before joining Miller & Long in 2018.

CHRIS GRANT

Vice President, Construction

Chris Grant has worked at Miller & Long for more than 30 years. He began as an apprentice engineer and became chief engineer in 1992. Then, he was trained as an assistant superintendent and earned the title of superintendent in 2005. Next, he moved into project management and served as senior project manager for several years. In 2015, he was named vice president of construction.

Over the course of Mr. Grant’s career, he has managed over $1B in contracts.

DEBORAH CARR, SCLA

Vice President, Insurance

As vice president of insurance, Deborah Carr oversees the Insurance Department at Miller & Long, with a focus on the execution of claims management and administration of compliance. In addition, she manages technical claim operations functions for workers compensation, property and casualty, automobile, general liability, and health and welfare plan design. She manages self-administered, third-party administered, and fully insured liaison benefit plans that may include medical, dental, vision, prescription, COBRA, life insurance, short-term disability, long-term disability, flexible spending, and Medigap insurance.

Ms. Carr’s experience at Miller & Long began more than 20 years ago when she was hired as a claim manager. In 2008, she was promoted to vice president. Throughout her career, Ms. Carr earned industry respect for her extensive expertise in insurance claims, organizational transition, and vendor and litigation management.

KEITH FULTZ

Vice President, Construction

Keith Fultz brings nearly 35 years of commercial construction experience to every project at Miller & Long.

He started his career with Miller & Long as an apprentice engineer, then quickly advanced to project engineer, and later, to chief engineer. Mr. Fultz earned the title of superintendent in 2000 and in 2015 was promoted to general superintendent where he oversaw a portion of the company’s projects. By 2016, he was promoted to vice president of construction.

He has managed over $711M in contracts in his roles as superintendent and vice president.

JOHN "JT" BRASE

Vice President, Construction & Project Management

J.T. Brase serves as Vice President of Construction at Miller & Long Concrete, where he leads the company’s project management department while also overseeing the successful delivery of large, complex projects.

His leadership plays in a key role in staffing strategy, operational planning, the creation as well as implementation of the company’s standard operating procedures related to budgeting and cost tracking. He works to ensure the project teams are aligned with the company’s growth and performance objectives.

J.T. brings a strong, practical understanding of construction operations with a focus on planning and execution of challenging projects. He has over 20 years of experience in field operations across multiple metropolitan markets in the Mid-Atlantic region.

Known for his organized, detail-oriented approach and commitment to team development, J.T. is instrumental in advancing Miller & Long’s business objectives while providing clients with the value and insight they deserve ultimately contributing to the overall success of each project.

ANDREW DOLAN

Vice President, Preconstruction

Andrew Dolan manages Miller & Long’s Preconstruction Department. Working alongside the Estimating, Engineering, and Operations Departments, he develops accurate project budgets, cost analyses, schedules, and concrete logistics plans for customers.

Mr. Dolan has over 25 years of experience in the commercial construction industry. His comprehensive knowledge and understanding of today’s commercial construction industry is built from extensive field, design-build, estimating, project management, and preconstruction experience. Mr. Dolan began his career at Miller & Long as an estimator in 1997 after working for various firms in the environmental and design-build industries.

NEIL MORRIS

Vice President, Construction

Having joined the company in 1987 as an apprentice carpenter, Neil has steadily advanced through the field ranks, earning promotions to foreman, assistant superintendent, superintendent, and ultimately into executive leadership.

Over his 39-year career, Neil has played a critical role in delivering many of the region’s most significant and complex concrete structures. His portfolio includes a wide range of high-profile developments across the Washington, DC metropolitan area, including institutional, commercial, and mixed-use projects.

Today, Neil leads operations as a Vice President with a primary focus on large-scale industrial campuses and mission-critical data center construction. In this role, he oversees project execution, field operations, and team development, bringing deep technical expertise and practical leadership to some of the company’s most demanding work.

Known for his hands-on approach and long-standing relationships in the field, Neil’s career reflects a commitment to craftsmanship, reliability, and delivering complex projects safely and efficiently. His experience and institutional knowledge make him a key contributor to Miller & Long’s continued success in high-growth sectors such as data centers and large industrial developments.

BRIAN MONCAK

Vice President, Estimating

As vice president of estimating, Brian Moncak manages the Estimating Department, determining project scope of work, reviewing estimates for accuracy and completeness, maintaining current pricing databases, creating project budgets, and tracking job progress against the budget. He also cultivates and maintains customer, supplier, and subcontractor relationships.

Mr. Moncak’s experience at Miller & Long began more than 20 years ago when he was hired as a project estimator in 1998. He gained additional field experience in 2009 when he transitioned to the role of project manager for two years before returning to estimating as a senior estimator. Since then, he has progressed into the role of chief estimator and, in 2021, was promoted to vice president.

ALEX RODAS, CHST

Safety Director

Alex Rodas, CHST, is Safety Director for Miller & Long, where he leads the company’s safety program and helps ensure safety remains a core value across every project. With more than 20 years of construction experience, Alex began his career as a laborer before moving into safety leadership and helping develop initiatives focused on injury prevention, hazard recognition, employee involvement, and workforce development. Through innovative programs, hands-on field engagement, and leadership development, he has helped foster a culture where employees are empowered to identify hazards, stop unsafe work, and help create safer jobsites.

Alex is a Board of Certified Safety Professionals Construction Health and Safety Technician and an OSHA Outreach Authorized Trainer. He is actively involved in regional and national safety organizations, including ABC Metro Washington, the Washington Metropolitan Area Construction Safety Association, and the ANSI/ASSP A10 Committee. In 2023, he was named Safety Professional of the Year by the American Subcontractors Association of Metro Washington.

JEFF MALONE, LEEP AP

Vice President, Estimating

As vice president of estimating, Jeff Malone is responsible for managing the Estimating Department, determining project scopes of work, reviewing estimates for accuracy and completeness, maintaining current pricing databases, creating project budgets, and tracking job progress against the budget. He also cultivates and maintains customer, supplier, and subcontractor relationships.

In 2000, Mr. Malone started at Miller & Long as an estimator. He was promoted to chief estimator in 2013. In 2021, he earned a promotion to vice president of estimating.

CHARLES (LEX) LEWIS

Director of Legal Affairs and Contract Management

Charles “Lex” Lewis serves as Miller & Long’s Director of Contract Management and Legal Affairs, where he oversees the company’s legal strategy, contractual risk management, and contract negotiations. Since joining Miller & Long eight years ago, Lex has negotiated and managed contracts totaling more than $1.6 billion in construction work, helping the company navigate some of the region’s most significant and complex projects. His practical approach, sound judgment, and deep understanding of the construction industry have made him a trusted advisor to the executive team and an invaluable partner to operations, estimating, and project management.

A former Division I lacrosse player at Lafayette College, Lex earned his law degree from the University of Baltimore School of Law. He is known throughout the organization for his professionalism, strategic thinking, and unwavering commitment to protecting the company’s interests while helping drive successful business outcomes.
